The Shelby County Park and Recreation Authority (SCPARA) was created in 1983 pursuant to the 1975 Code of Alabama 11-22-1 through 11-22-19.
SCPARA operates from its main offices located at Heardmont Park. SCPARA provides Seniors Services through the Mary Ellen Estes Senior Community Center at Heardmont Park and Construction or Maintenance services at city, county or state facilities throughout Shelby County. The SCPARA services are governed by the above stated
Code of Alabama and the associated contract service agreements .
